Have configure script check for wheels from a thirdparty directory

Currently, the configure script fetches dependencies from the internet. It would be convenient to have the configure script search a `thirdparty` directory for the wheel of the dependency to be installed. This would be helpful in the case where we have a private package as a wheel and we cannot download it from pypi.
