Enhance RESOURCES, PACKAGES and DEPENDENCIES table display

The RESOURCES, PACKAGES and DEPENDENCIES data tables are hard to use if you have more than a few pages of data.
We need to add a set of basic features that are similar to how you would investigate this data in Excel or SCWB (for SCTK scans).
The primary enhancements are:
- [x] Freeze the header row of column titles
- [x] Add a Sort option for all or most columns
- [x] Add a Filter option on key columns
- [ ] Add a Wrap text toggle on relevant columns so that you can quickly compact the displayed row.
It would probably make sense to prototype these changes for the RESOURCES page first because it usually has the largest volume of data and we already have a Filter on the Status column.
