Enable scancode plugins to be used as part of a scanpipe pipeline

For this we would need to have an adapter to the [`CodebaseResource` DB model](https://github.com/nexB/scancode.io/blob/c256b7d921ef2042f570ae9c753e428694987a9e/scanpipe/models.py#L516) to behave as a [commoncode/resource](https://github.com/nexB/commoncode/blob/main/src/commoncode/resource.py#L230) Codebase/Resource objects such that these can passed to scancode plugins [`plugincode.CodebasePlugin.process_codebase()`]( https://github.com/nexB/plugincode/blob/cf7caf0c40cb8f867e8289248c2950afded09f05/src/plugincode/__init__.py#L171)
