Do not timeout scanning rpmdb

While scanning a VM image from https://github.com/SourceMation/el9-base-vmi/releases/download/b25066/el9-x86_64-base.qemu.qcow2 there was a timeout error on "resources/el9-x86_64-base.qemu.qcow2-extract/var/lib/rpm/rpmdb.sqlite"

Here, this file is the rpmdb from a Rocky Linux VM image. It is used by ScanCode alright to collect installed RPMs, but we should not further scan this as a plain file as all the data are collected already. This is very large and has licenses references to many packages making the scan timeout that should be skipped
