Add UI to review and curate detected scan clues

This should cover IMHO
- reviewing file-by-file contents with highlighted detected licenses, copyrights, emails, urls, etc
- reviewing same detection across multiple files
- do massive status updates and vetting based on one or more files at a time

This should best be driven from lists of things that are problematic and need review vs. things that could be vetted automatically as correct an conclusive.
