Why https://github.com/nexB/scancodeio.io-pipeline-glc_scan/blob/main/src/scancode_glc_plugin/pipes/glc.py#L40 take `classifier` as an argument, while https://github.com/nexB/scancodeio.io-pipeline-glc_scan/blob/main/src/scancode_glc_plugin/pipes/glc.py#L25 does not?
What is the need behind offering to provide a classifier instance as an arguement?
