### Description
This is a pure apache-2.0 license notice:
However, it's been detected as `(mit AND apache-2.0) AND openssl-ssleay` which is incorrect
### How To Reproduce
Running scancode.io scan using the `scan_nix_package` pipeline (not yet in the main branch) on `pkg:nix/nixpkgs/openssl@3.6.0?out=debug&system=x86_64-linux`
