[GSoC] Add a review workflow to approve predicted phrases before injection

follows #5137, builds on #5243

## Goal

Let a maintainer review predictions before anything is written, since a wrong
phrase can drop a real license detection (false negative)

## Tasks

- confidence tiers: auto-approve high, send medium to review, drop low
- interactive CLI to approve / edit / reject / quit, resumable across batches
- optional small streamlit UI to view a rule with the suggested phrase and diff
- export the approved set so it can be injected in one pass
