### Description
Scanning a `LICENSE` file than explicitly mentions "Mozilla Public License 2.0" results in an MPL-1.1 instead of MPL-2.0 finding.
### How To Reproduce
Scan https://github.com/rabbitmq/rabbitmq-java-client/blob/main/LICENSE with ScanCode 32.5.0.
