BSD-2-Clause incorrectly detected as BSD-3-Clause AND BSD-2-Clause

### Description

> When OSS package https://github.com/terser/terser/tree/v5.44.0 was scanned with Scancode, the scanner incorrectly identify the detected license as 'BSD-3-Clause AND BSD-2-Clause'.
