When running ScanCode on Windows to scan the scancode-toolkit repository itself, the scan consistently stalls at the “Collect file inventory…” stage.

1. The process produces no further output.

2. The scan does not complete even after an extended period.

3. No error message is displayed.

4. This occurs even when using --verbose.

### How To Reproduce

> Tell us how to reproduce the issue.
1. Clone the scancode-toolkit repository on a Windows system.

2. Activate the Python virtual environment.

3. Run the following command from outside the repository directory:
```bash
scancode -i .\scancode-toolkit --json ..\output.json --verbose
```

The scan consistently stops at:
```text
Collect file inventory...
```
