Dependency upgrade blockers

We often find issues when we try dependency upgrades, which fails tests and often are regressions in terms of functionality. These are some of them:

* Pygments 2.13.0 -> 2.14.0 [Does not return anything from ChefMetadataRbHandler for metadata.rb files which uses the RubyLexer] https://github.com/pygments/pygments/compare/2.13.0...2.14.0
* importlib-metadata 6.2.1 -> 6.3.0 [Does not return file references from dist.files in `parse_metadata`] https://github.com/python/importlib_metadata/compare/v6.2.1...v6.3.0
* Seems like a side effect of updating lxml, note that `Laugstøl` was detected and read as `Laugstl` previously, now it's `Laugst`
