Do not scan CHANGELOG, release notes and similar by default

## Short Description
These are noisy as they may list historical changes of license or similar that bring nothing of value.

We could detect changelogs and related based on filenames and ignore them by default. And have an option to provide alternative ignores, possibly empty.
