### Description
When scanning METADATA.bzl the following error appears in the logs (and in the results file):
`TypeError: DatafileHandler.assign_package_to_parent_tree() got an unexpected keyword argument 'package_'`
### How To Reproduce
Run the scan over METADATA.bzl
`scancode -clup --only-findings --verbose --processes 39 --license-text --license-references --timeout 1800 --json results.json METADATA.bzl`
### System configuration
Run on Linux, scancode 32.3.2
