Copyright/Holder detection is ignoring the COPYRIGHT file in a project

A recent scan of the software available at https://github.com/odoo/odoo/archive/refs/heads/18.0.zip resulted in a declared_holder = "Free Software Foundation" rather than "Odoo S.A." even though there is a statement of "Copyright (c) 2004-2015 Odoo S.A." in the project COPYRIGHT file. Various licenses of the GPL family were detected correctly, all of which are Free Software Foundation licenses, but the copyrights for Free Software Foundation in those licenses apply only to the license text itself and not the covered software.
