Requalify license rule `mit-old-style_13.RULE` as `hpnd-netrek`

The rule https://github.com/aboutcode-org/scancode-toolkit/blob/develop/src/licensedcode/data/rules/mit-old-style_13.RULE is very similar to the newly added `hpnd-netrek` LICENSE.

We should also have an utility in the future to look at rules similar to a LICENSE:

1. returning top 10 matches or something similar, and then look at match diagnostics?
2. if we are re-qualifying a RULE also look at similar rules added in the same commit (manual).
