### Description

It seems like `scancode-toolkit` fails to recognize a copyright statement if the holder name does not start with a capital letter. The following statement (taken from https://github.com/platformdirs/platformdirs/blob/4.1.0/LICENSE)

Copyright (c) 2010-202x The platformdirs developers

goes unnoticed, whereas (note the leading capital letters)

Copyright (c) 2010-202x The Platformdirs Developers

is correctly detected.

### How To Reproduce

1. Download https://github.com/platformdirs/platformdirs/blob/4.1.0/LICENSE.
2. Then run
```
scancode --json-pp - -c LICENSE
```
and notice how nothing is found.
3. Now edit the `LICENSE` file and replace `The platformdirs developers` with `The Platformdirs Developers`. Run the same command again and notice how the copyright statement is now correctly reported.
