### Description

In [this report](http://miroslav.suchy.cz/fedora/spdx-reports/ruby.html) generated by ScanCode version 32.0.8 for Fedora packages, the Ripper, which is included in Ruby package is misclassified as lgpl-2.1 at [these lines](https://github.com/ruby/ruby/blob/e51014f9c05aa65cbf203442d37fef7c12390015/ext/ripper/lib/ripper/core.rb#L7-L8):

### How To Reproduce

I just toot the report generated by somebody else.
