"Go license" is barely a license clue

https://github.com/nexB/scancode-toolkit/blob/develop/src/licensedcode/data/rules/bsd-new_1282.RULE with "go license" is not enough for a license reference. This is a weak clue.
It triggers false positive as in:

Another way could be to tag with is_continuous and discard matches with is_continuous also when there are punctuations
