is for https://go.microsoft.com/fwlink/?LinkId=529443
and resolves to https://dotnet.microsoft.com/en-us/dotnet_library_license.htm which is a well known license.
We should make this rule point to ms-net-library-2019-06 instead and also review similar rules like in https://github.com/search?q=repo%3AnexB%2Fscancode-toolkit "https%3A%2F%2Fgo.microsoft.com%2Ffwlink%2F"&type=code
