Goal is to:
1. Check if these detection bugs (for licenses) are still present.
2. If present, create rules for these.
We need to:
1. Process the curation files (get a purl and see if there are any license curations)
2. download and scan these and check for detection bugs with the latest v32 SCTK
3. add rules for these curations, wherever applicable
