### Description
A URL in the comment in the source code is not included in the URL results because it is detected as party of copyright notice.
### How To Reproduce
1. Scan the attached file with following command
[src.zip](https://github.com/nexB/scancode-toolkit/files/11901938/src.zip)
2. Result is following scan.json file
[scan.json.zip](https://github.com/nexB/scancode-toolkit/files/11901954/scan.json.zip)
3. You can see a url("https://dummy_url_for_test.com") in the copyright finding on line 247
The exact command I ran is following :
- scancode --license --copyright --url src --json-pp -> scan.json
### System configuration
* What OS are you running on? : MacOS
* What version of scancode-toolkit was used to generate the scan file? : 31.2.6
* What installation method was used to install/run scancode? : pip
