Installation of fallback dependencies.

How the fallback dependencies will be installed during running `./configure`.
In case, installation of the main library fails we will need to handle that and install the fallback library, this cannot be achieved using setup.cfg.
One of the options is: Instead of adding the main libraries in setup.cfg, we write logic to install them using shell script and handle the installation failiure there.
