Mô tả

### Description

When scanning a topology json file from the plotly.js library, Scancode gets stuck indefinitely and does not continue scanning even after several days.
We have currently waited for 119 hours to see if it finishes (or crashes) at some point. So far this has not been the case. Trying again on a different system produced the same result.

### How To Reproduce

1. Make a folder 'test' containing this file: [north-america_50m.json](https://github.com/plotly/plotly.js/blob/master/dist/topojson/north-america_50m.json?short_path=a8edf36)
2. Call scancode with: `scancode -cli --verbose -json-pp out.json ./test`
3. The scan will get stuck on the file and (presumably) never finishes. No error is shown.

### System configuration

* What OS are you running on? Tested inside a docker linux-container and Windows 10
* What version of scancode-toolkit was used to generate the scan file? 30.1.0, 31.2.4 and 32.0.4
* What installation method was used to install/run scancode? Docker: Pip, Windows: Manual download and Pip
