### Description
> So I have installed scancode-toolkit and workbench on my windows PC, I have a local copy of our app built with dependencies installed, and I know there are valid license files in those folders. After scanning the folder with -clpeui flags, which took a good 2 hours because of the size of the app, It produced a file that I was able to open with workbench and view package information for all the packages, but licenses show up as 0 (zero).
I tested a scan of the samples folder as well and still get zero licenses showing up. I dont know what went wrong.
### How To Reproduce
> I installed scancode-toolkit as instructed for windows, with python 3.8, and performed a scan of samples, no licenses discovered.
scancode -clpeui -n 4 --ignore "*.java" --json-pp sample.json samples
