False positive detection on public-domain_198.RULE and public-domain_317.RULE

Description
A recent scan of several .java files in reactive-streams-1.0.2-sources.jar resulted in false positive detection of public-domain using rules public-domain_198.RULE and public-domain_317.RULE when the files are clearly licensed under cc0-1.0 (also detected, correctly) as evidenced by this notice text in the code:

The detection should be of cc0-1.0 only and the detection of a generic public-domain is incorrect and misleading.
It should be noted, by the way, that later versions of this code, as of 1.0.4, changed the license altogether:

However, the license detection problem persists in older versions such as 1.0.2 and 1.0.3.
