Installation using pipenv gives an outdated scancode packagecode

### Description

When I install scancode-toolkit using pipenv, scancode packagecode is outdated.

### How To Reproduce

Install scancode-toolkit using pipenv

import scancode.api

Traverse to the imported path packagecode/nuget.py, it will be clear.

However the distro gives the correct version i.e. 31.2.4

Clear example will be usage of scancode.api.get_package_data().

Looks like pipenv install of scancode-toolkit is broken
