When scanning `scancode-workbench-3.1.1`, using the command:
```
./scancode --copyright --license --info --package --consolidate --json scancode-workbench-3.1.1.json /scancode-workbench-3.1.1/
```
there are no entries in the top-level `consolidated_packages` field in the scan. This is happening because we are not looking for package data in the right place when processing Resources: https://github.com/nexB/scancode-toolkit/blob/develop/src/summarycode/plugin_consolidate.py#L241
