Description
## Short Description
Docker shouldn't be a requirement for using scancode-toolkit. It is proprietary. It is a resource hog. The Scancode-toolkit image does not run on an M1 mac.

## **Describe the Update**
Right now scancode only works within the docker container. That is silly. Docker is massive overkill for a pretty small program. Docker is a lot of hassle. The docker container assumes an Intel CPU.
I'm sure Scancode runs fine without Docker in a properly configured system. I doubt it even really needs a fancy envelope of any kind.
## **How This Feature will help you/your organization**
It will make Scancode a credible solution.
## **Possible Solution/Implementation Details**
Software. Like all the rest. You really don't need Docker.
## **Example/Links if Any**
