Description
We often have version clues in a file or archive name such as `time-1.9.tar.gz`
It would be useful to collect these. See also https://github.com/nexB/scancode-toolkit/issues/2733 and in particular this code https://github.com/nexB/commoncode/blob/main/src/commoncode/version.py
