Packages used in projects don't show up in scan results Scans have a `-p` specifically set, but never show up. Whether it's python, php or .NET, none of the packages or their licenses show up in an output file (csv in this case), Is Scancode pulling the licensed from

### How To Reproduce

`./scancode -plu --classify --consolidate --filter-clues -n 4 --license-text --summary --max-in-memory 1 --only-findings --license-score 65 --license-clarity-score --csv`

- Using version 21.6.7
- Run any scan where the codebase uses external packages, managed through a package manager like pip, composer or other similar.
- Results file will not show any of the external dependancies or their associated licenses.
- I may not be understanding the `only-findings` flag, but there are lots of blanks and duplicates that are still being included as well. Perhaps this is a result of my config instead of a scancode problem?
- Running on MacOS
- Installed from source and configured locally with ./scancode --help
