Description
While scanning https://github.com/nexB/scancode-toolkit/blob/6bf2fd98653f376779ddfa71b567f92366bb4277/tests/packagedcode/data/debian/copyright/debian-2019-11-15/main/c/clamav/stable_copyright (see expected results in https://github.com/nexB/scancode-toolkit/blob/6bf2fd98653f376779ddfa71b567f92366bb4277/tests/packagedcode/data/debian/copyright/debian-2019-11-15/main/c/clamav/stable_copyright-detailed.expected.yml ) we are missing the reporting of license paragraph at the bottom such as the zlib license
It is only showing up as a declared license....
