Apache-2.0 license texts without the appendix are recognized only as license notices, not license texts.

**It should be discussed, whether the license without the appendix can be treated as a full license text or not. If not, this issue is void.**

Enable the is_license_text flag on Apache-2.0 license text findings without an appendix, but otherwise full text.

We are using the is_license_text flag to access original license texts as provided by the authors. In an automated scenario, the above "truncated" license text would be missed.
