### Description
If I `pip install restview` in my scancode installation, I get:
```
ERROR: scancode-toolkit 3.2.1rc2 requires pygments<2.3,>=2.2.0, but you'll have pygments 2.6.1 which is incompatible.
```
We should relax and accept newer versions of pygments
