### Description
I am using scancode 3.0.2 (via pip install scancode) with Python 2.7.14. It is not reporting licenses used by all of the binaries in our product
There is at least one binary I know uses GPL code, but scancode did not flag that binary as using a GPL license.
### System configuration
Running CentOS 7.6.1810
scancode 3.0.2
Python 2.7.14 built from source
installed via pip
