There are several levels:
- [x] SPDX-License-Identifier (this has long been there)
- [x] SPDX-FileCopyrightText (See https://github.com/nexB/scancode-toolkit/issues/1816)
- [ ] .reuse/ Debian machine readable copyright files: this is done extensively for Debian but not yet processed specifically in the context an an identified reuse directory layout. See https://reuse.software/spec/#dep5 and note that reuse has extra restrictions on machine readable files beyond Debian's.
- [ ] LICENSES/ directories
