Refine (show deprecated)

The current behavior on LicenseDB is:
- You click the (show deprecated) button and LicenseDB displays only the Deprecated licenses.
- There is no obvious way to toggle back to active list
- I can get back to the active list if I refresh the page

There should at least be a way to toggle between the regular and Deprecated lists.
Ideally you would have three choices:
- Active licenses only
- Deprecated licenses only
- Active and Deprecated licenses combined
