Sync project run states between scancode.io client and matchcode server

When using the match_to_matchcode pipeline on scancode.io, if you were to stop that pipeline when it is in the middle of running, the job on the matchcode server is not stopped while it is on the scancode.io client. We need a way to synchronize states between the two.
