mass-scan: Release scan data as reference database and collection of fingerprints to PurlDB and FederatedCode

Once we completed the scan we should release the scan data as reference data set as a collection of fingerprints available in PurlDB and FederatedCode, including:
- A massive commons reference database to speed up future scanning and matching processes with accurate license information, and
- A massive collection of fingerprints to enable approximate code matching at scale.
