We should improve the purlcli packaging
1. Separate the actual CLI code from the library code in separate scripts
2. Move purlcli / https://github.com/nexB/purldb/blob/main/purldb-toolkit to its own top-level repo for ease of testing and rebuilding
3. Add command line entry to the setup
