The endpoints at:

"packages": "https://public.purldb.io/api/packages/",
"resources": "https://public.purldb.io/api/resources/",
```
allow browsing all packages and resources. I cannot fathom a reasonable general purpose use case for this behavior. The default usecase is for lookup of specific PURLs, not browsing and retrieving everything. See also https://github.com/nexB/purldb/issues/298
