Add ``download_url`` or ``download_path`` in qualifiers

In some package ecosystem there is no way to derive the download path of a package just from package name and version for example in debian http://ftp.us.debian.org/debian/pool/ we have main, contrib, non-free, non-free-firmware which can't be decided from current purl.
