説明
Say I have already called `get_or_fetch_package` for one version:
https://private.purldb.io/api/packages/get_or_fetch_package/?purl=pkg:maven/com.adobe.blazeds/blazeds-core@3.0
Calling next https://private.purldb.io/api/packages/get_or_fetch_package/?purl=pkg:maven/com.adobe.blazeds/blazeds-core will not fetch all other versions, and only return 3.0
If instead I call first https://private.purldb.io/api/packages/get_or_fetch_package/?purl=pkg:maven/com.adobe.blazeds/blazeds-core all versions are fetched correctly.
I would expect `get_or_fetch_package` to fill in the blanks for versions that are not yet known and exist upstream.
