Track release date of a package archive

When we have multiple exact copies of the same package, in the same package repo such as for these two:
- https://repo1.maven.org/maven2/axis/axis-jaxrpc/1.4/
- https://repo1.maven.org/maven2/org/apache/axis/axis-jaxrpc/1.4/

... it would come handy to determine who came first using dates on the repo (inside, they are the same)

Or may be from https://archive.apache.org/dist/ws/axis/1_4/axis-bin-1_4.tar.gz

The idea is that older packages (ignoring epoch dates) is the first one.
