Following up from https://github.com/aboutcode-org/scancode-toolkit/issues/3954
There should be a daily/weekly cron job to:
* Update the licenses db from https://github.com/aboutcode-org/scancode-licensedb/blob/main/docs/index.json if there are changes, exit otherwise
* Update the ABOUT file
* Release a new dot version of license-expression
