occtet: Deploy FederatedCode

Deliverable: A decentralized dataset of PURL metadata exported from PurlDB, based on the FederatedCode design for on-premises, offline use. Consisting of multiple public git repositories where the metadata is stored in files keyed by PURL and includes the publication automation.

This builds on the on-going work on FederatedCode. This will be automatically created and continuously updated from running PurlDB tools and exporting the PURL metadata from the PurlDB to public git repositories. These git repositories will be clonable for on-premises, offline mirroring and usage.
