Add hacktober tag for visibility

I came here from dev.to, the idea is great, but, as stated in the title, I think you should add *hacktoberfest* and/or *hacktober* in topics, this would enhance visibility.

Quite unrelated, would accept a PR where I'd add [Gwion](https://github.com/fennecdjay/Gwion) to the readme?
