[Improvement] Shellcheck github action annotations

### TL;DR

Shellcheck should put annotations on the github pull requests (shellcheck via actionlint does). https://github.com/koalaman/shellcheck/issues/2382

Look at the existing shellcheck action in the repository to understand its current output format. Research how GitHub Action annotations work and study the provided example matcher from the linked issue. The goal is to modify the action to output shellcheck results in a format that GitHub can parse as annotations on pull requests. Test the changes by running the action in a fork.
