Move templates under t/ out

For one, I'm not sure how much usage the templates under t/ have. We're seeing more templates being defined elsewhere.
For two, some of these templates are constantly causing minor troubles like https://github.com/abcxyz/abc/pull/639.
Should we consider moving these templates out of abc repo to reduce unnecessary noise here?
