Factor out CLI command-related functionality into a command class

As per title. There is precedent for this in several widely used CLI libraries like `pip` (which has the `CLICommand` class).

What I am thinking of is mostly things like contextual organization around commands, a `Command.run(args: argparse.Namespace)` method, and perhaps some validation of an argparse namespace received by the command.
